Clin Assoc Prof Siau Chuin

Chairman, Medical Board — Changi General Hospital

Dr Siau Chuin is the Deputy Group Chairman Medical Board (Clinical Excellence and Systemness), SingHealth.  Concurrently, he is the Chairman Medical Board at Changi General Hospital (CGH).  In the academic realm, Dr Siau is the Associate Dean, Office of Academic Medicine (CGH Campus) for Duke-NUS.  He also maintains his clinical practice as a Senior Consultant in CGH’s Department of Respiratory and Critical Care Medicine.  He is an accredited specialist in Respiratory Medicine, Internal Medicine and Intensive Care Medicine.

Dr Siau graduated from the National University of Singapore and completed his training in Internal Medicine and Respiratory Medicine in Singapore. After completing his Advanced Specialist Training, he received his Intensive Care Medicine training in University Health Network, University of Toronto, Canada.  Prior to his current appointment, he was Director, Centre of Performance Excellence, CGH and Clinical Director, Institute for Patient Safety & Quality (IPSQ), SingHealth. Dr Siau is deeply passionate about enhancing patient care and outcomes through quality improvement and innovation.

In his current role as CMB, CGH, Dr Siau provides leadership and oversees the development of medical specialties and clinical services including manpower requirements, clinical models, governance and standards in Changi General Hospital (CGH). He leads and engages medical and other clinical professionals in creating an environment that advocates clinical excellence, teaching and research. He serves as an Advisor to the hospital's Research, Innovation and Enterprise council to develop CGH’s research and innovation pillars and pipeline for clinician scientists and innovation. He has advocated for better recognition and career pathway for clinician educators as well as enhancing inter professional education with nursing and allied health professionals.

Adj/Asst Prof Jansen Koh

Assistant Chairman Medical Board, Performance Excellence — Changi General Hospital

A/Prof Jansen Koh is Head of Respiratory & Critical Care Medicine at Changi General Hospital and Deputy Head at the SingHealth-Duke NUS Lung Centre. He also leads the Centre for Performance Excellence as Assistant Chairman Medical Board at CGH.

His clinical interests include point-of-care ultrasonography, and he is a Fellow of multiple professional bodies, including the Academy of Medicine Singapore and the American College of Chest Physicians.

Mr Chan Beng Seng

Group Director, Systemness — SingHealth

Mr Chan Beng Seng is Group Director of the SingHealth Systemness Office. The office serves as focal point and catalyst for SingHealth’s efforts to function as one integrated, coordinated and streamlined health system. Beng Seng concurrently oversees the SingHealth Statistics Unit in his Group Finance capacity.  

Beyond SingHealth, Beng Seng teaches healthcare financing as Adjunct Associate Professor at the Saw Swee Hock School of Public Health of NUS. He serves on the Board Finance Committee of the Consortium for Clinical Research and Innovation, Singapore (CRIS) and a couple of advisory bodies at Duke-NUS Medical School. 

His previous healthcare roles include Deputy CEO at ALPS Pte Ltd and the Group Director of Healthcare Financing at the Ministry of Health. In his prior civil service career, Beng Seng held senior roles in the People’s Association, Ministry of Manpower, Public Utilities Board, Ministry of Transport and more.  

Beng Seng is an active volunteer in Catholic organizations and co-founder of the BioBiz conference series. He holds an MBA from the Harvard Business School and a BSc(Econs) from the London School of Economics.

Prof Lee Chien Earn

DGCEO — Regional Health System, SHS

Prof Lee is currently the Deputy Group Chief Executive Officer, Regional Health System, SingHealth that seeks to enable the population in Eastern Singapore to keep well, get well and live well.  He also Chairs the Planning Committee for the upcoming Eastern General and Community Hospitals. He was previously the Chief Executive Officer of Changi General Hospital, a 1000 bed acute teaching hospital.  Prior appointments included senior leadership positions in the Ministry of Health Singapore where he was involved in the strategic development and improvement of healthcare services as well as health regulation and finance.

Prof Lee is currently a Clinical Professor with the Duke-NUS Medical School and Adjunct Professor in the Saw Swee Hock School of Public Health, National University of Singapore, and the Singapore University of Technology and Design. Prof Lee co-edited Singapore's Health Care System: What 50 Years Have Achieved (2015) and contributed the chapter on Strategies for Health Services in the Oxford Textbook of Global Public Health (6th edition).

Clinical Prof Ng Kee Chong

Chief Executive Officer — Changi General Hospital

Clinical Professor Ng Kee Chong was appointed Chief Executive Officer, CGH on 1 February 2024. He is also Group Director, Humanitarian Outreach & Preparedness for Emergencies (HOPE), SingHealth.

A pioneer in paediatric emergency medicine and a well-respected leader, Clin Prof Ng led the KKH Medical Board with distinction over the past six years. As CMB, KKH, Clin Prof Ng demonstrated keen insight and deep commitment to providing medical leadership and policy oversight of clinical strategy, governance, clinical services and quality, and clinical infrastructure capacity. A strong advocate for clinical advancement and patient safety, Clin Prof Ng ensured a concerted hospital endeavour in developing a robust clinical governance framework encompassing the establishment of a Hospital Quality and Safety Standards Committee and the institutionalisation of standards of practice fully compliant with relevant clinical statutory and regulatory requirements. He also ran KKH’s Medical Innovation & Care Transformation (MICT) unit from 2014 to 2017. During his time at KKH, he co-led the COVID-19 pandemic response - responding to evolving challenges & directing KKH contribution to the national COVID-19 effort, including the National COVID paediatric vaccination programme in the community.

Clin Prof Ng is currently the Vice President of the Singapore Resuscitation & First Aid Council (SRFAC), MOH and a member of the MOH Mass Casualty Committee. He helped set up the MOH WHO-Singapore Emergency Medical Team (SGEMT) & is Co-Chair of the MOH SGEMT Steering Committee. He is also immediate Past Chair of the Pediatric Taskforce of the International Liaison Committee On Resuscitation (ILCOR). He has also been a ATLS & APLS instructor for many years.

He is currently Clinical Professor at Duke-NUS and Adjunct Professor at Yong Yoo Lin School of Medicine, NUS. 

Adj Assoc Prof Png Gek Kheng

Chief Nurse — Changi General Hospital

Adj A/Prof Png Gek Kheng is Chief Nurse at Changi General Hospital (CGH) and an Advanced Practice Nurse (APN) specialising in Geriatric Nursing. She also leads Nursing Practice Development under SingHealth Chief Nurse Shared Services.

With over three decades of nursing experience, Prof Png has been instrumental in shaping eldercare and community nursing in Singapore. She spearheaded CGH's international NICHE (Nurses Improving Care for Healthsystem Elders) accreditation and established the first Community Nurse Post in a Senior Activity Centre, a model that has since expanded across SingHealth's regional health network. She also co-chaired the Ministry of Health's Geriatric Nursing Framework.

Under her leadership, CGH nursing has expanded nurse-led clinical services, including the establishment of the CGH Wound Healing Centre and the rollout of digital innovation pathways for nursing capability development. In recognition of her contributions to the profession, Adj A/Prof Png was awarded the President's Award for Nurses in 2022, the nation's highest honour for nursing.

Dr Saripalli Kundan Reddy

Associate Consultant, Respiratory & Critical Care Medicine — Changi General Hospital

Dr Saripalli Kundan Reddy is an Associate Consultant in the Department of Respiratory and Critical Care Medicine at Changi General Hospital. His clinical interests include difficult asthma, bronchiectasis and COPD, alongside a growing focus on intensive care medicine.

Beyond clinical practice, he is actively involved in medical education and mentorship across NUS Yong Loo Lin School of Medicine, NTU Lee Kong Chian School of Medicine and Duke-NUS Medical School. He previously served as Chief Resident and completed an observership at Duke University, focusing on clinical training frameworks and patient care systems.

In recognition of his contributions to medical education, Dr Saripalli has received the Dean's Award for Teaching Excellence and the SingHealth Medicine ACP Junior Educator Award.

Mr Sutowo Wong

Managing Director, AI X Data — Temus

Sutowo leads the AI x Data practice in Temus, advancing Singapore's Smart Nation vision by helping organisations harness AI, data, and automation to create human-centered digital solutions that drive meaningful business outcomes and enhance citizen experiences. With over 20 years of experience spanning consulting and healthcare, he brings a unique blend of strategic vision, technical expertise, and implementation excellence to help organisations become "Data Ready, AI First."

At Temus, Sutowo champions a culture of collaboration, clear communication, curiosity, and boldness while empowering teams to innovate at the intersection of technical excellence and market impact.

Prior to joining Temus, Sutowo served as Divisional Director of Health Analytics at Singapore's Ministry of Health, where he led multi-disciplinary teams applying AI, machine learning, and advanced analytics to drive policy formulation, service planning, and operations. 

Before his Public Sector leadership role, Sutowo held senior positions in Accenture, Deloitte, and OgilvyOne, driving customer analytics, risk management, operations research, and AI-driven transformation initiatives with organisations across healthcare, pharmaceuticals, financial services, telecommunications, consumer goods, travel & hospitality and retail in Southeast Asia, China, India, and Japan.

Prof Tomoki Fujii

Deputy Dean, Professor of Economics — Singapore Management University

Tomoki Fujii is Deputy Dean and Professor of Economics at School of Economics, Singapore Management University.  His research covers broadly applied areas of microeconomics, including development, education, environment, and health, among others. His papers have appeared in leading academic journals, including Health Economics, Journal of Development Economics, Journal of Environmental Economics and Management, Management Science, World Bank Economics Review, World Development, and World Bank Economic Review. 

He has previously served as a consultant for leading international development agencies, including the Asian Development Bank, World Bank, and World Food Program, and holds several editorial appointments with international journals.

He received Bachelor of Arts and Sciences, Master of Science, and PhD in Multidisciplinary Science from the University of Tokyo, Master of Science in Environmental Change and Management from the University of Oxford, Master of Science and PhD in Agricultural and Resource Economics from the University of California, Berkeley.

Dr Kevin Shepherdson

Founder & Chief Executive Officer, Straits Interactive

As the CEO and Founder of Straits Interactive Pte Ltd, Kevin drives the vision, strategy, and innovation behind the company’s Data Privacy, GRC (Governance, Risk Management & Compliance), Data Governance, and Generative AI offerings — all built on a foundation of enabling trusted businesses and responsible marketing.

Previously, Kevin had a successful career riding key market and technology trends with leading MNCs in multimedia (Creative), Internet/Java (Sun Microsystems), and database/cloud technology (Oracle). He is also the author of 99 Privacy Breaches to Beware of and The AI Factory – AI Capabilities Guide for SMEs. In 2021, Kevin was awarded the SkillsFuture Fellowship in recognition of his commitment to lifelong learning and skills mastery. He is also a member of the Working Group of ISO/TC 309 and is currently a doctoral candidate in Business Administration, specializing in Generative AI.

A/Prof Adam Chee

Director, Artificial Intelligence Development Office — Singapore General Hospital

A/Prof Adam Chee is a digital health and health informatics leader, currently serving as Director of the AI Development Office (AIDO) at Singapore General Hospital. He brings deep expertise across healthcare, technology, innovation, and business transformation, with experience spanning clinical information systems, strategic consulting, standards development, AI-enabled health, and health systems transformation.

Adam has worked across Asia Pacific and the Middle East, supporting the adoption of evidence-based, technology-enabled healthcare solutions.  He also serves in multiple regional and international leadership roles, including HL7 Singapore, HL7 Asia, ISO TC215, WHO, APEC, and universities in the region.

Dr Vincent Tay

Director, Health Systems Intelligence — Changi General Hospital

Dr Vincent Tay is a Consultant with the Plastic, Reconstructive and Aesthetic Surgery Service in the Department of Surgery at Changi General Hospital (CGH). His clinical and research interests bridge reconstructive and aesthetic surgery, regenerative medicine, and neuroscience. A pioneer graduate of Duke-NUS Medical School, he completed his specialist training in Singapore and advanced fellowship at Akademikliniken, Sweden, and is a Fellow of the Academy of Medicine, Singapore and a Member of the Royal College of Surgeons (Edinburgh).

Before medicine, Dr Vincent was awarded a Defence Science Scholarship and trained in pharmacology, pharmaceutics, and neuroscience, serving as a defence scientist. His research has been recognised through awards including the National Medical Research Council Clinician-Scientist New Investigator Grant, the National Outstanding Clinician Scientist Resident Award, and the Ministry of Health Healthcare Research Scholarship.

Beyond public service, Dr Vincent has private sector experience in aesthetic surgery and has completed observerships across Asia and Europe. He continues to explore the role of plastic surgery techniques in addressing neurological conditions and provides consultancy to biotech and medtech companies, supporting innovation from bench to bedside.
